Four dead, 14 missing as bridge collapses in Seppa
Govt. Announces ex-
ITANAGAR Oct 30: Four people are reported dead after the suspension bridge connecting Seppa market to New Seppa over the Kameng River collapsed yesterday evening.
The dead have been identified as Lt. Yanu Liyak, 30 (F), Lt. Meme Doka, 27(F), Lt. Yalom Liyak, 65(F), and a 12 year old boy Prem Nampe. Prem succumbed to his injuries while on way to Guwahati for further treatment.
Among the fourteen missing are Marshal Dabang (10 M), Kare Sangyu (30 F), Pane Rang (45 F), Mecho Dodum (40 F), Nangmi Tabri (9 B), Tado Nampe (40 F), Mebing Lamnio (50 F), Gabing Miri (12 M), Mohan Miri (7 M), Lungni Tayung (25 M), Umi Cheri (28 F), Guye Tamang (15 M).
Some 30 injured persons have been rescued so far.
Army personnel along with state police have been pressed into services with two boats for rescue operation, according to Home Minister Takar Marde.
Army rescue operation team from Tenga arrived at Seppa this morning to assist in search and rescue operation.
But as precious minutes pass by, casualty could raise more.
The District Police has opened an Operation Control Room in the Police Station Seppa.
SP East Kameng Kime Aya has appealed for calm and as he reassured the citizens that they are doing everything possible to trace out the missing people.

Health and Family Welfare Minister Atum Welly informed in a release that detailed report on the incident including the condition of the wire rope bridge that led to collapse of the bridge is already sought from the district administration as well as Chief Engineer PWD. Welly appealed to all to main peace and calm and help administration in search operation to find out the missing persons. He also advised the Superintendent of Police to seek help of experts wherever required to trace the missing persons and bodies from Kameng river.
Expressing his disbelief and shock at the tragic mishap, Lok Sabha member Takam Sanjay today deeply mourned the deaths and wished speedy recovery to the injured. As the number of missing was unknown, he asked the district police to continue the search operation.
He announced a sum of Rs 1 lakh for the next of the kin of the deceased, Rs 50,000 for the critically injured and Rs 25,000 for less injured from his MPLAD fund.
Though the mishap is unfortunate but such foot suspension bridges provide lifeline in remote and inaccessible areas of the state, he said and advocated that the GoAP should chalk out a plan on priority to ensure annual maintenance of all such bridges by fixing responsibility so as to avoid recurrence of such incident in future.
In his message, APCC president Nabam Tuki conveyed condolences to the bereaved families and wished speedy recovery to the injured. He directed the district authorities to extend all possible help to the bereaved families who have lost their dear ones and those injured too.
Bharatiya Janata Party (BJP) Arunachal Pradesh mourned the untimely deaths of persons due to collapse of a dilapidated rope wire suspension bridge over Kameng river in Seppa yesterday evening.
The Party urged the state government to release adequate compensation to the relatives of deceased family and deploy rescue team immediately.
During its rally against corruption held on Oct 23 at Seppa, BJYM warned the state Govt about the terrific situation of the bridge, but neither the district administration, nor the local leaders and state government responded positively, the BJP said.
All Arunachal Pradesh Students Union expressed deep sadness over Seppa bridge collapse. AAPSU while condoling loss of valuable lives, told the family members that in this hour of crisis it share their concern. It offered to join the rescue operations anytime.
It appealed to the state government to provide proper compensation to the entire victims and injured. Monetary assistance should be provided to all injured as soon as possible, so that lives can be saved. AAPSU askd state government to immediately identify all such old and dangerous bridges across Arunachal, so that such unfortunate incidents do not take place again.
East Kameng District Bharatiya Janata Yuva Morcha (BJYM) expressed deep shock at the collapse of Seppa hanging bridge yesterday evening.
Holding the local MLA and district administration responsible for the incident, the BJYM unit requested the Govt to provide adequate compensation to the family of the deceased. BJYM had pleaded for renovation of the said hanging bridge, but the Govt did not pay heed, the Morcha rued in a release.
Alleging rampant corruption and misuse of centrally sponsored schemes in East Kameng district, the BJYM further informed that it will organize a rally on Nov 24 at Seppa in protest against the corruption and breakdown of law and order in the district. It will demand streamlining of PDS, immediate widening of road from Nechipu to Seppa and Bana bridge.
Meanwhile, various associations, organizations and NGOs today expressed shock after hearing the news of suspension bridge collapse in Seppa yesterday.
All East Kameng Students Union( AEKSU), All Bameng Khenewa and Lada Students Union(ABKLSU) has alleged that that after 1996, there was no maintenance of suspension bridge by PWD, Seppa division.
Blaming the concern authorities, district administration and police department for the mishap, the students appealed the state government for immediate release of compensation to family of the deceased.
The unions further urged all the elected MLAs of the East Kameng district to provide fund for temporary construction of bridge.
It further appealed the state government for immediate sanction of construction of RCC Bridge within one month. It further said that Hari Bridge should be repaired too.
They further demanded the state government for early constitution of an enquiry committee to find out the real cause of incident.
All Nyishi Students’ Union have constituted two men fact finding committee to study cause of the bridge collapse. The Union said that incident might have occurred due to the negligence of district administration, concerned department and public because such old age bridge should have been dismantled just after completion of bridge age.
It appealed the district administration for immediate relief for the victims and efficient search operations.
The Union further demanded state government to sanction sufficient funds to help the victims.
Donyipolo Nyedar Namlo, Itanagar have condoled the death. The members present have expressed anguish over the unfortunate mishap. The devotees of Donyipolo have prayed to Almighty God to safeguard the nature lovers and nature worshipers from such untoward happenings in future.
Describing the incident very unfortunate, Nyishi Welfare Association (NWA) said that the tragedy could have been avoided had the authority repaired the bridge as demanded by the local people which was lying in a very bad condition due to years of wear and tear. NWA demanded for replacement of the wire rope suspension bridge with a permanent one.
All Nyishi Youth Association (ANYA) led by Bamang Taji as president, without elaborating, held the department concerned responsible for the incident and appealed to the East Kameng deputy commissioner to inquire into the cause of the bridge collapse within a week. It also urged the DC to engage more force/persons in the search operation.
While expressing grief and sorrow over loss of lives in the tragic accident, ANYA conveyed heartfelt sympathy and condolence to the bereaved family members. It also appealed to the State Government to announce ex gratia relief to the next of kin of those killed.
All Arunachal Pradesh RTI Activists Organization (AAPRTIAO) held the PWD and UD Minister Nabam Tuki responsible for yesterday’s incident.
“Tuki, who did not give any interest to construct a new bridge over Kameng river connecting New Seppa with main town Seppa despite several memoranda and representations were submitted to PW Department in the last few couple of years by various organizations, associations, should resign from his post owning moral responsibility for the incident,” AAPRTIAO demanded.
The organization while demanding for construction of a new RCC bridge to replace the suspension bridge, appealed to the State Government for ensuring permanent job for family members of the deceased.

While demanding immediate restoration of collapsed bridge which is the prime link between old and new Seppa, the Club urged the authorities to take steps for renovation of old Hari bridge and Bana bridge which already served beyond their expiry dates. It blamed both the concerned authorities and public for their negligence, lack of awareness about the weak bridge.
Meanwhile, East Kameng Middle Zone Students’ Union (AKMZSU) said that 14 persons are still missing after yesterday’s accident.
It strongly urged the authority to engage expert navy team in the search operation to find out the bodies of missing persons.
Holding the authority solely responsible for yesterday’s tragedy, the students union said that the incident could have been totally averted if they listened to the demands for early repairing of the bridge.

Memoirs of 31st October , 1984

Today is 31st October 2011. On this day, 27 years back, Smti Indira Gandhi, the then Prime Minister of India, was assassinated by her own 2 body guards at her official residence in New Delhi. As a young student, I witnessed the turmoil through which the nation’s capital and its citizens had passed through, following the assassination of the country’s Prime Minister. Today, recalling the events of 27 years back is difficult, but some of the events that I witnessed are still fresh in my mind.
Before I go to write on the events of 31st October, 1984, it is worthwhile to recall what was the political scenarios of the country at that time.
To begin with, the early 80 decade witnessed upsurge of regional politics in the country. The Telegu Desam under the leadership of N.T Rama Rao has emerged as a strong regional party in Andhra Pradesh. So was the National Conference under the leadership of Md. Sheikh Abdullah, father of Farooq Abdullah, who was then in power in Jammu & Kashmir. The Akali Dal was trying to win over the hearts of the Sikhs in Punjab on the agenda of Anandpur Sahib Resolution. More such regional parties were also on the rise and active in different parts of the country.
Along with the rise of the regional politics, Politics of militancy were also emerging in Punjab and elsewhere in the country. In Punjab, many religion based militant organizations came up, who picked up arms and started wagging war against the country and its sovereignty. The demand for independent ‘Khalistan’ for the Sikhs was popularized by these militant groups as their ultimate aim. This was marked by frequent and mindless massacre and killings of innocent people in the villages, trains, buses etc in Punjab. The separatist movement of the militants was supported by the traditional enemy of India, the Pakistan.
The law and order situation in Punjab continued to deteriorate. The militants continued to have their field day, killing innocent men, women and children where ever they liked. The places of worship in Punjab were converted into their safe heavens by different militants groups. Sophisticated weapons and explosives were transported and stored in these places of worship. The most wanted extremist leaders were also taking shelter inside the sacred places of worship. Among the most dreaded was Sant Jarnail Singh Bhindranwale, who was also said to have been hiding inside the famous Golden temple of Amritsar along with others militants. Sant Jarnail Singh Bhindranwale, whom critics say was nurtured by the Congress to use against the Akalis, had later turned the barrel of the gun against the Congress and the Nation.
As the situation in Punjab went out of the control, Smti Indira Gandhi, the then Prime Minister of India, decided to go for military action against the militants hiding inside the Golden temple. On 3rd June 1984, the Indian Army led by General Kuldip Singh Brar entered the Golden temple with tanks, heavy armours and weapons to liberate the Golden temple of Amritsar from the control of militants. The operation which lasted for 4 days till June 6,1984 was code named ‘Operation Blue Star’. In the 4 days Army operation, 83 Indian Army Personnel, 492 Civilians and many militants were killed. The dreaded and the most wanted militant leader Sant Jarnail Singh Bhindranwale was also killed inside the Golden Temple.
While the Golden temple was liberated from the clutches of militants by the ‘Operation Blue Star’, the sacred Golden Temple, mainly the Akal Takht, was badly damaged. While, the operation had earned praises for Indira Gandhi but many, particularly from the Sikh community got offended for ordering army operation inside their religious Golden Temple. There were uproar amongst the Sikhs in the nation and worldwide. The decision of Smti Indira Gandhi to lunch the ‘Operation Blue Star’ for flushing out the militants out of the Golden Temple came under heavy criticisms. There was even report of revolt in a small section of Sikh army, some where in the country against the operation.
This was the political background and the situation in the turmoil Punjab in the year 1984 when I joined Delhi University. The situation in the National capital, Delhi, was also very fluid due to its location near Haryana and Punjab. There was heavy security arrangement in the streets of the National Capital and movement at night time was very difficult. The common citizens of Delhi became suspicious of every common Sikh person. The citizens were even scared to take ride in the taxi or autos of the Sardarjis, who otherwise were known for their sacrifice and bravery.
The day was 31st October, 1984. It was Friday. I was in my 1st year of B.A (Hons)
in Hindu College, University of Delhi. On that fateful day, I had my breakfast at
hostel at 8 a.m. I attended my first 2 classes of Political Science. I finished my
2 classes by 10.30 am and rushed back to my hostel to listen to the running radio
commentary of India-
It was around 1100 hrs, when rumours spread like wild fire in the college and the
hostel campus that Smti Indira Gandhi, the Prime Minister of India, has been shot.
The hostellers rushed to the TV room to look for any special Doordarshan telecast.

radio. The BBC was reporting live on the incident. I remember the famous New Delhi
based BBC correspondence Mark Tully along with Satish Jacob reporting from New Delhi
about the incident. As BBC was updating the report, it was then finally confirmed
Prime Minister Indira Gandhi has been shot by her own Sikh security guards at her
official residence at 1, Safdarjung Road, New Delhi. The reason of assassination
was reported as against her order of the ‘Operation Blue Star’ during June 1984,
exactly 4 months 3 weeks ago. The radio report further said that she has been taken
to All India Institute of Medical Science (AIIMS), New Delhi. After few moments,
it was finally declared that Indira Gandhi has succumbed to her bullet injuries.
The BBC news could not be immediately confirmed from All India Radio (AIR) or Doordarshan
for quite some time. However, after few moments, the running commentary of India-
The country has lost its most powerful Prime Minister on 31st October, 1984. The evening of 31st October 1984, passed off with reports of stoning the places of worship, residences and business establishments of Sikh Community in Delhi. On the next day i.e. 1st November 1984, at early in the morning, I boarded a DTC bus from my college stand to go to 109, South Avenue, New Delhi, the official residence of Sobeng Tayeng, the then MP from Arunachal East. On the way, life in Delhi appeared different. There was less traffic in the streets. Many business establishments did not open their shutters. People were seen in hurry to reach their destinations. The entire city looked tense. After one hour, I reached 109, South Avenue at around 9 am. There were other few senior students from Arunachal Pradesh at 109, South Avenue. As the day of 1st November (Saturday) advanced, the situation in the National Capital started taking ugly turn. Dark smokes were seen rising high from all sides of the Capital city. Different kind of rumours were fast spreading. It was then known that there were backlashes on the Sikh community in the capital against the assassination of the Prime Minister by her 2 Sikh security guards. The places of worship, shops, petrol depots and all business establishments and residences of the Sikh community were targeted and set on fire by the angry mobs. Sikh commuters were dragged out of buses and their cars and were attacked. Sikh passengers coming from Punjab and other states by train to Delhi could not come out of the railway stations, as they were likely to be targeted.
Meanwhile, the mortal remains of Gandhi was then brought to the ‘Teen Murti Bhavan’,
just about half a km from 109, South Avenue, where I was staying. Crowds started
pouring in at the Teen Murti Bhavan. All the roads leading to the Teen Murti Bhavan
were blocked by crowds and traffic. The Doordarshan live telecast showed thousands
of mourners paying their last tribute to the mortal remains of the beloved leader.

The last rite of Indira Gandhi was performed on 3rd November, 1984 near Rajghat. The situation in Delhi was still tense. There was again fresh rumour that the drinking water storages of Delhi were poisoned, which sent fresh wave of fears among the citizens of Delhi. There was no movement of DTC buses and life continued to remain standstill. I could not return to University from 109, South Avenue. Few auto rickshaws that were plying in the road, refused to go to sensitive locations where riots had occurred. A week later, when few DTC buses resumed their services, I returned to my hostel. On the way from South Avenue to Delhi University, I could see the remains of burnt shops, petrol depots, houses, religious places, vehicles etc which speak of the intensity of the riots that rocked the nation’s capital in the wake of the assassination of Indira Gandhi. Coming back to University, I visited Kamla Nagar Market in the University to purchase stationeries and toiletries. Many shops owned by Sikhs in Kamla Nagar Market, were also burnt down. A stationery shop owned by an old Sikh and his son, from where I buy my hostel requirements, were gutted and reduced to ashes. I felt extremely pain for the old Sikh man, when I saw him trying to remove the debris and clean his burnt shop after a month.
India and the United States of America are the two biggest democracies of the world. Like the United State of America, India has also seen some of the bloodiest history of assassinations. However, as a saying goes in America, ‘Assassination does not change the course of the history’, India too as a nation continues to move ahead. The biggest democracy in the world has survived the ordeal. The events of 31st October 1984, to which I was also a witness in Delhi, have become a part of history today.

BJP decries leadership crisis in Arunachal
ITANAGAR, Oct 30: Expressing concern over the present state of affair including political instability, corruption and lawlessness in Arunachal Pradesh, the Bharatiya Janata Party (BJP) Arunachal Pradesh demanded the AICC for immediate restoration of stable government in the state or recommendation for invocation of the Art. 356 (1).
Although the leadership issue is the internal matter of the concerned party, but the extremity of leadership crisis in the ruling Congress with 42 MLAs thrown the state out of the governance for last six months which is unbecoming and utter disrespect to the people’s mandate, the BJP said in a release today.
The party said long time indecisive and neglect of the AICC to resolve the crisis resulted in draining of state exchequer, killings, violence, loots, kidnapping besides various illegal activities in the state and also shattered peace and communal harmony.
Pointing out the AXIS Bank ATM booth robbery incident at Naharlagun, yesterday, the BJP further said the AICC’s decision in resolving the crisis would bring soccour to the people of the state, particularly the state capital who are facing constant fear psychosis, uncertainties and insecurity in the present situation. The party also demanded the AICC’s interventions in the burning issues like ToI issue in the state.
AIMSU questions inept handling by Police
ROING, Oct 30: The five-

Pointing out police callousness during the incident the report said the crowd control procedure clearly mandates that police firing should cease the moment the crowd show signs of dispersing. However, in Roing police firing, the STF personnel chased the students as far as 200 meters away from puja premise and fired at them.
The investigation also questioned the administrative lapses that culminated to firing incident. As preventive measures, the administration seals all wine shops two days before the start of the puja. However, this time no such steps were taken by the administration.
The report also questioned the authenticity of administration version, widely reported in the media that the boys were armed with daos/sharp weapons and guns. It asked if the reports were true then did the police confisticate any knives/daos or even gun after the firing incident.

ITANAGAR, Oct 30: Condemning vehemently the formation of numerous unrecognized/unregistered organizations and associations by few persons or groups in the state with sole aim to fulfill their vested interests, All Arunachal Pradesh Motor Transports Workers Union (AAPMTWU) strongly demanded the Home Minister (HM) to ban those organizations and associations immediately.
These so called organizations and associations, rather than helping the society and government in the development process, are creating more problems by way of engaging themselves in criticizing other organizations and the activities of the Government for their selfish motive and interest, the Motor Transport Workers Union said and urged the HM to punish them as per law.

I would like to reply shortly to Dominic’s letter on 18th October and by one Api on the 11th Oct. Incidents in the Capital complex. I am not writing this letter on behalf of any organization or Christian denomination, but on my own behalf.
I personally look at the people like Domnic and Api as short sighted and one sided commentator. They forgot the positive contribution of the Christian towards the society for the tremendous changes in the socio economic life of the tribal people and to our community particularly. Their selfish political motive has blinded their eyes that even some believers were praying on that particular day and till today Churches are praying and fasting for the peace and harmony of the state. I also wonder if majority of the people in the Capital were not Christian imagine what would have happened on that fateful day. I deemed that there would have been even more violence than what happened on that day.
The society is presently undergoing political and social unrest and Christian throughout the state are praying and fasting for the peace and harmony of the state. Instead of praying and appealing for the peace and harmony, people like Dominic and Api, not knowing the actual fact, are dragging the name of Christian into present violence to ignite another form of violence.
Bible tells us that “Satan always wants the society to be disturbed and does not want to see peace and harmony” They always plan to divide the Community in the name of region, religion, community, and any forms of “ism”. The best way to overcome such temptation is to be patient and pray for them.
Therefore, this is my appeal to one and all to ignore such provocative comments “for they don’t know what they are doing” but continually pray for the peace and harmony of the state.

Apropos the news item published on October 23 issue of your daily under the heading “Proposed Chess Championship Opposed” in which it was alleged that the tournament is being organized without approval of All Arunachal Pradesh Chess Association (AAPCA) and Upper Subansiri District Chess Association is not affiliated to AAPCA which are not correct.
In this regard, I would like to clarify that the forthcoming state level chess championship scheduled at Daporijo from November 9 to 14 is being organized by AAPCA itself and Upper Subansiri District Chess Association is making all efforts for grand success of the championship.
I appeal one and all not to be misled and confused by such baseless and false propaganda.

A quality time
Dear Editor,
I would like to draw the attention of APPSC regarding the date sheet of Mains Examination.
As we all know that APPSC is the only body left in our state that conducts the recruitment
fairly and purely on the basis of merit, so, I would like to request the commission
to conduct the Mains Examination atleast 5 months after the conduction of Prelims
Examination. Our Commission has a syllabus at par with UPSC, plus includes a North-
Previous examination had also given 5 months time period for Mains Examination, but still our Commission could break UPSC records by conducting all the processes within a year. So, it will be unjust for this batch if the exam is conducted in December. Moreover, half the candidate in this batch has written Mains in the previous batch. Therefore, to make the Examination more competitive, a quality time should be given so that it can be conducted in the same playing level for all the candidates, even for those appearing for the first time.
I also understand the fact that APPSC's schedule is really hectic. But since these posts are really challenging and demanding and requires efficient people for the same. Therefore, a quality time should be given to select well qualified people as followed by all the Commissions in our country, UPSC as well.

This is apropos to a letter captioned “ Kebang versus Development” authored by Pashoney Lego and published in your daily on 18th 0ctober.
The written piece seems to be borne by a confused mind that has lost touch with traditions and failed short to connect with contemporary modernity as well. The general public consultative meeting held at Pessing, Jomlo Mobuk Circle on 14th and 15th October’ 2011 with regard to the now cancelled Public Hearing for Lower Siang Hydro Electric Project(LSHEP) fixed on 18th , 19th & 21st ‘ October’ 2011 was attended by the Adi Bogum Bokang Kebang(ABBK), Adi Bane Kebang(ABK), Adi Students Union(AdiSU) and the traumatized masses of Kaying, Kamba, Pushi Banggo, PAYWA(Paktu Banggo People), Nyiko, Siyom, Sirit, Magong, Beging, Nugong, Dogong, Yobu, Rotgong,Bogong, Padam Monggu Banggos & others who are going to be uprooted from their pristine lands where their ancestors and forefathers had settled down and evolved their native culture for generations even much before the advent of colonial Britishers in the early 19th century and not say of the Indian Independence just few decades back in the 1947, if ever the dam comes up in future.

The LSHEP affected people have every moral, social, cultural and constitutional right to fight democratically for scrapping of such a disastrous project which is bound to annihilate millions by bringing smiles to few thousands.
Arunachal Pradesh can surely excel in hydro power sector by going for sustainable & constructive micro and medium projects but not by unbridled construction of suicidal, deadly & disastrous hydro power bombs called as mega hydro projects in this geologically and seismologically fragile land mass.

of hydro projects by the private corporates and creation of job avenues. It must
be clearly understood that, had the basic purpose of development of hydro power sector
in this state been revenue creation and creation of job avenues other than the politico-
